Sexual Predator in Vermilion County Sentenced to 20 Years in Prison

On April 2, 2026, Brian Torres (DOB: 2/12/1991), formerly of Danville, Illinois, pleaded guilty to Predatory Criminal Sexual Assault, a class X felony. Under the terms of his plea agreement, Torres faced a maximum possible sentence of 25 years in prison. At a contested sentencing hearing on June 12, 2026, the People presented evidence in aggravation, including the defendant’s prior conviction for Aggravated Battery Causing Great Bodily Harm and argued for the maximum sentence of 25 years in the Illinois Department of Corrections. After considering the evidence and arguments presented by both parties, the Court sentenced the defendant to 20 years in the Illinois Department of Corrections. The sentence will be served at 85% and will be followed by a term of 3 years to natural life of mandatory supervised release, to be determined by the Prison Review Board. Torres is classified as a sexual predator, requiring lifetime sex offender registration. The plea and sentencing were presided over by Judge Mark S. Goodwin.

The People presented evidence that the Danville Police Department responded to OSF Sacred Heart Medical Center in Danville for a report of predatory criminal sexual assault of a minor.  The minor reported being raped by the defendant on February 8, 2023. Investigations and interviews were conducted by the Danville Police Department with the assistance of the Vermilion County Child Advocacy Center.

State’s Attorney Jacqueline Lacy said, “This courageous victim has helped to remove a predator from our community. My thoughts remain with this victim and their loved ones as they move forward from this devastating crime. Predatory sexual assault is among the most devastating crimes we prosecute, and my office will continue to pursue these cases to protect our community and seek justice for victims.” State’s Attorney Lacy also thanked the Danville Police Department and the staff of the Vermilion County Child Advocacy Center.

The National Weather Service confirmed the tornado that impacted Hoopeston on Thursday night and labeled it an EF1 and wrote the following summary:

The tornado touched down about a half mile south of Highway 9 east of county road 1300E, overturning an irrigation pivot. It crossed Highway 1 on the south edge of town and damaged the roof of a tractor dealership. It skirted the south edge of Hoopeston, causing damage to trees and shingles. It strengthened by the time it reached the intersection of Highway 9 and 1700E, snapping tree trunks and damaging the roof of a house. Down the road, an outbuilding was flattened, and several additional trees were snapped. It entered Cheneyville and snapped additional tree trunks; significant damage to buildings at the intersection of Highway 9 and 1900E was likely due to rear-flank downdraft winds up to 100 mph. Hoopeston EMA storm spotter observed a tornado

The City of Hoopeston was struck this evening by what, by all accounts, appears to have been a tornado.

A trained Hoopeston EMA storm spotter observed a tornado immediately south of Illinois Route 9 and east of South Sixth Avenue. At that time, the outdoor warning sirens were activated to alert residents to seek shelter. Hoopeston EMA spotters were then instructed to return to the city and take shelter themselves as the storm moved through the area.

Following the storm, Hoopeston EMA personnel began conducting preliminary damage assessments throughout the city. EMA teams are currently tracking and documenting damage from west of Illinois Route 1, east along Illinois Route 9, and continuing toward the Indiana state line.

Residents are urged to use caution, as there are numerous reports of downed trees, power lines, and other storm-related hazards throughout the community.

We understand that many residents have been impacted by this storm, and we appreciate your patience as first responders, utility crews, and EMA personnel continue their response efforts. Additional updates will be provided as more information becomes available.

Defendant Sentenced to Prison for Burglaries of Local Businesses

On June 3, 2026, Cameron Cudney (DOB 12/13/1992), formerly of Westville, Illinois, pleaded guilty in cases 2025-CF-95 and 2025-CF-96 to two counts of Burglary, both class 2 felonies. Cudney was sentenced to 11 years in the Illinois Department of Corrections to be followed by one year of mandatory supervised release. The plea and sentencing were presided over by Judge Karen Wall.

The People presented evidence in case 2025-CF-95 that on January 23, 2025 around 3:40 am, the Vermilion County Sheriff’s Department responded to a business in Oakwood, regarding an active burglar alarm. Upon arrival deputies observed signs of forced entry, damage to a gaming room door and boot prints in the snow leading to and from the business. Surveillance video showed the suspect, wearing a ski mask, brown boots and carrying a pry bar, tampering with a power box, entering the building and breaking the glass of the door to the gaming room. The video showed the suspect removing a cash box with a pry bar, exiting the business, and running away from the business. Additional video evidence showed a red pickup truck near the scene around the time of the burglary.

The People also presented evidence in case 2025-CF-96 that on February 2, 2025, Vermilion County Sheriff’s Department responded to a business on Henning Road in Danville in reference to a burglar alarm. Deputies observed a boot print on a door, which appeared to have been kicked in and had damage to the door frame. Inside the business deputies observed damage to a gaming machine and signs that an exterior surveillance video had been tampered with. Surveillance video showed a suspect wearing clothing similar to the suspect seen in the surveillance video of the Oakwood burglary. The video showed the suspect climb on top of the gaming machine and repeatedly jump on the machine until the front of the machine broke open. The suspect is seen in the video using a bar to strike the machine and break the cash box free. The suspect is then seen leaving the business with the cash box. Investigators identified Cameron Cudney as the suspect through surveillance images and the FLOCK system. Evidence showed that the same red pickup truck was near both crime scenes. Cudney was on parole at the time of the offenses, and agents with the Illinois Department of Corrections confirmed he had been using the red pickup truck connected to the investigations.

State’s Attorney Jacqueline Lacy said, “I appreciate the Vermilion County Sheriff’s Department for their diligent investigative work. I would also like to thank the Illinois Department of Corrections Parole Division, for their assistance in identifying the suspect.” Lacy added, “I hope this prison sentence sends a message that repeat offenders who continue to victimize our community and disregard the law will be identified, and must face the consequences of their actions.”

Senator Rose Issues Statement on the Passage of Gov. Pritzker's Largest Budget Yet

State Sen. Chapin Rose (R-Mahomet) issued the following statement after Illinois Democrats passed the largest budget in state history, totaling more than $56 billion:

“In eight years of Governor J.B. Pritzker, he has increased state spending by over $16 billion - a 40% increase.

“Most families in my district haven’t seen anything close to a 40% increase in their paychecks. In fact, Illinois take-home pay for the average Illinoisian has only grown 6.2%.

“So, the question is simple: under Gov Pritzker’s massive spending increase, what are Illinois families getting in return?

“They’re paying roughly $1,700 more per family in taxes and living with among the highest property taxes in the country.

“And now we’re told taxpayers should be grateful because Springfield is giving them a penny back on their gas tax. A penny? They don’t even make pennies anymore. Worse, roughly $150 million from the sales tax on gasoline is now going to be diverted to cover health care and ‘welcome centers’ for illegal immigrants. If lawmakers and the Governor want to provide real relief for the people of Illinois, we should suspend the sales tax on gasoline - as we Republicans have proposed. That would be real relief.

“On K-12 overall funding for many school districts is starting to drop off due to Governor Pritzker’s cuts to reimbursements for things like schools buses and special ed tuition – exacerbating property taxes increases on local families.

“Speaking of our developmentally disabled friends and neighbors, despite having increased spending by $16 billion, not one time in his 8 budgets now has Governor Pritzker been able to get funding to direct care workers for the developmentally disabled back to the same percentage as when he took came into office.

“Instead, Illinois families continue to get squeezed from every direction. They pay more at the pump, more in taxes, and now they’re facing some of the highest electricity bills we’ve ever seen. That’s right, during Gov. Pritzker’s 8 years in office, he negotiated, and signed into law, not one, but two different pieces of legislation that directly raised power bills on countless Illinoisans by requiring residential ratepayers to subsidize the profits of giant corporate utilities.

“After eight years of Governor Pritzker, the pattern is clear: out-of-control spending, 40-plus new taxes, higher utility bills, and massively higher property taxes.

“Illinois families can’t afford more of the same. Simply put, we can’t afford J.B. Pritzker.”
