23-Year-Old Sentenced to Prison for Unlawful Possession of a Weapon

On October 24, 2024, Jamarre McNeal (DOB 1/3/2001), formerly of Danville, Illinois, pleaded 
guilty in case number 2024-CF-115 to Unlawful Possession of a Weapon by a Felon, a class 3 
felony, for 7 years in the Illinois Department of Corrections to be followed by 6 months of 
mandatory supervised release. 
Judge Robert McIntire heard evidence from the People that on April 2, 2023 Danville Police 
Department was dispatched to the area of West Fairchild and North Franklin Streets in Danville 
for multiple reports of shots fired. During the investigation officers collected video evidence 
which captured the shooting as it occurred, as well as the individuals involved. Jamarre McNeal
was identified in the video, wearing a black baseball cap. McNeal was seen on the video firing
multiple shots from the parking lot of a business located on West Fairchild Street after being shot 
at by an unknown person. Video evidence also showed McNeal getting into a vehicle which then 
left the scene. As McNeal was shooting, the baseball cap fell off. Officers recovered the baseball 
cap at the scene of the shooting and it was sent to the Illinois State Police Forensic Science 
Laboratory for DNA analysis. The analysis provided “Very Strong Support” that Jamarre 
McNeal was a contributor to the DNA profile.
State’s Attorney Lacy said, “Felons who disregard the law cause increased crime in our 
community. My office will continue to work with police to seek strong sentences for these 
criminals in order to keep the citizens of Vermilion County safe.” Lacy thanked the Danville 
Police Department for their dedicated efforts in combating armed felons.

(Delayed Entry) Driving while License Suspended, Operating an Uninsured Vehicle H24-6326 Date: 10/29/2024 Time: 7:27PM Location: 111 W Orange St (Dollar General) Cited: Gregory Cooper (60) (M) of Otterbein Details: HPD officers conducted a traffic stop. A computer check revealed Mr. Cooper’s driver’s license was suspended. He was given Vermilion County Notices to Appear and released from the scene. The vehicle was towed.

A computer search revealed that Ms. Hughes was wanted on a Vermilion County Warrant. She was taken into custody and processed at HPD. She was later transported to the PSB in Danville to await arraignment.

Ms. Longfellow was given a citation for the above charge. She was given a Notice to Appear in Vermilion County Court and released from the scene. Fire Call Time: 2:51 PM Details: HFD was dispatched for mutual aid for a field fire on the Indiana side of the State line on Route 9.

 

Retail Theft (Over $300), Wanted on Champaign County H24-6327 2024-9064 Time: 9:01 PM Location: 1020 W Chestnut St (Tractor Supply) Arrested: Krista Duffin (F) (36) of Paxton Details: HPD officers were dispatched to the above location for the report of a retail theft. Officers located Ms. Duffin. A computer search revealed that Ms. Duffin was wanted on a Champaign County Warrant. She was taken into custody and processed at HPD. She was later transported to the PSB in Danville to await arraignment. 

2024 Jaycees

Christmas is coming! The Hoopeston Jaycees will host registration for their annual Toys for Kids Project, which allows qualifying families to select new toys and stocking stuffers for children ages 0-12. Participation will be open to all residences within the Hoopeston Area School District, including Hoopeston, Rankin, East Lynn, Wellington, and Cheneyville. Income qualification will be based on the book waiver through the school district. Applicants must be parents and/or guardians, and are asked to bring proof of residency and children.

Registration will take place in person only at the Hoopeston First United Methodist Church (403 E. Main St.) on the following dates:

Armed Felon Sentenced to Prison After Pleading Guilty to Reckless Homicide Motor Vehicle and Unlawful Possession of a Weapon

On October 23, 2024, Jaylin Butler (DOB 4/26/2001), formerly of Danville, Illinois, pleaded guilty in case number 2023-CF-629 to Unlawful Possession of a Weapon by a Felon, a class 2 felony and Reckless Homicide, Motor Vehicle, a class 3 felony for 8 ½ years in the Illinois Department of Corrections, to be followed by 1-year mandatory supervised release. Butler also pleaded guilty in case number 2022-CF-574 to Unlawful Possession of a Weapon by a Felon, a class 2 felony, for 4 ½ years in the Illinois Department of Corrections to be followed by 1-year mandatory supervised release. The sentences are to be served consecutively. During the plea hearing, the People presented evidence to the Court in case 2023-CF-629, that on September 26, 2023, Danville Police officers attempted to stop Jaylin Butler’s vehicle for an Illinois Vehicle Code violation in the area of Bowman and Fairchild in Danville. Butler was observed by officers to be alone in the vehicle. Butler eluded police and during the pursuit, officers observed Butler to slow the vehicle and throw a black handgun out of the front passenger side window. Officers stopped to secure the firearm. Butler continued to elude police, driving at high rates of speed more than 21 miles per hour above the posted speed limit, disobeying multiple stop signs and stop lights, through high traffic areas. Officers observed Butler to disobey the traffic stop on Gilbert Street and Voorhees, consequently striking a truck that was traveling north. Butler’s vehicle was seen going airborne and then flipped on its side, landing in the yard of a residence on North Gilbert with flames coming from the hood. Officers ran to the scene of the accident and observed two male victims with severe injuries who had been ejected from the truck that was struck by Butler’s vehicle. One of the victims, William Marietta of Danville, succumbed to his injuries and died as a result of the crash. The passenger of Mr. Marietta’s vehicle survived the crash. The People also presented evidence in case 2022-CF-574, that on March 26, 2022, Jaylin Butler was the driver of a vehicle that was stopped by an officer with the Danville Police. Butler was arrested for Illinois Vehicle Code violations and the vehicle was subsequently searched. Officers recovered a loaded handgun on the driver’s side floorboard. DNA taken from the handle of the gun was tested by the Illinois State Police Forensic Science Laboratory and the analysis provided “Very Strong Support” that Jaylin Butler was included as a contributor to the DNA profile. State’s Attorney Jacqueline Lacy thanked the Danville Police for their work in the crimes committed by Butler and for their commitment to the safety of the citizens of Danville. She added, “I extend my continued condolences to the family of Mr. Marietta. It is my hope that the surviving victim will continue to heal and that the family can begin to move forward from this traumatic loss.

Former Iroquois County public health administrator due in court in December

 A former Iroquois County Public Health Department administrator charged with 33 felony counts of theft, forgery and official misconduct is due back in court two weeks before Christmas.

Appearing in court with her attorney on Wednesday, Oct. 16, Dee Ann Schippert, 57, of Watseka, pleaded not guilty and requested a jury trial, according to online Iroquois County Circuit Court records. A scheduling conference was set for 9:30 a.m. Wednesday, Dec. 11, before Kankakee County Judge William Dickenson, who was reassigned the case due to the recusal of Iroquois County Judges Michael Sabol and Kara Bartucci.

Dee Ann Schippert

The Illinois Attorney General’s Office charged Schippert on March 20 with 33 felonies — including eight counts of theft of governmental property by deception, eight counts of forgery and 17 counts of official misconduct — alleging she stole more than $100,000 from the health department between May 31, 2020, and July 15, 2022, by billing it for overtime and backpay she never earned. The charges also allege Schippert committed “whistleblower retaliation” by firing an employee on June 15, 2022, after the staffer tipped off authorities to her conduct.

The most serious of the 33 charges are two Class X felony counts of theft of governmental property, each punishable by six to 30 years in the Illinois Department of Corrections and up to a $25,000 fine. The other six theft counts are Class 1 felonies, each punishable by four to 15 years in prison and up to a $25,000 fine, while all eight forgery charges and all 17 official misconduct charges are Class 3 felonies, each punishable by between two to five years in prison and up to a $25,000 fine. If Schippert is convicted, the sentences could run concurrently, the attorney general’s office said.

Schippert was appointed Iroquois County Public Health Department administrator upon the agency’s establishment on July 1, 2014, which coincided with the dissolution of the Ford-Iroquois Public Health Department, where she had worked the previous 22 years, starting as a home health care nurse in 1992 and then as community and school health coordinator since 2009.

Resident of Westville Sentenced to Prison for Disseminating Child Pornography

On October 16, 2024, Grant Pate (DOB: 1/20/1998), formerly of Westville, Illinois, was sentenced to 14 years in the Illinois Department of Corrections following a plea of guilty to Dissemination of Child Pornography, a class X felony. Following his prison sentence, Pate must serve a term of mandatory supervised release from 3 years to life. Judge Robert McIntire heard evidence that Illinois State Police Zone 5 Investigations received reports from the Illinois Internet Crimes Against Children Task Force of child pornography being disseminated by accounts belonging to Grant Pate, on Facebook and Instagram, between April and December of 2023. The videos all contained acts of sexual penetration between children and adults. Further investigation led to a search of Pate’s home and Pate stated to investigators that he did have pornographic images of children on his cell phone. Pate provided his phone to police and over 400 files of child pornography were recovered. Pate also admitted that he has shared child pornography on Facebook and Instagram. State’s Attorney Jacqueline Lacy expressed her appreciation for the hard work and dedication of the Illinois Internet Crimes Against Children Task Force and the Illinois State Police in combating the exploitation of children. She added, “My office will continue to seek strong sentences for criminals who put vulnerable children in harm’s way.”

Sexual Predator to Spend Natural Life in Prison

On October 11, 2024, Vermilion County First Assistant State’s Attorney Tom O’Connor and Assistant Jacob Klein, secured a life sentence in the Illinois Department of Corrections for Robert Musson (DOB: 7/20/1965), formerly of Danville, Illinois, for six counts of Predatory Criminal Sexual Assault of a Child, all class X felonies. Circuit Judge Robert McIntire sentenced Robert Musson to life in prison after the sentencing hearing. Musson was found guilty of six counts of Predatory Criminal Sexual Assault of a Child following a Jury trial that concluded on August 14, 2024. During the trial, evidence was presented by the People that Danville Police Department received reports of two minor victims who had been sexually abused by Robert Musson at separate times between 2016 and 2020. The Vermilion County Child Advocacy Center and the Peoria Child Advocacy Center assisted the Danville Police Department with the investigation and interviews. During the trial, the minor victims provided compelling testimony recounting the abuse that they suffered between 2016 and 2020. Judge McIntire heard evidence in aggravation during the sentencing hearing when an additional prior victim testified describing the sexual abuse that she suffered as a child. The victim described that after she told a family member about the abuse following one of the incidents, Musson told her he was “sorry.” During the sentencing hearing parents of one victim provided victim impact statements to the Court. The mother of the victim stated, “as the kids were growing up, I was trying to protect them from monsters, not knowing the biggest monster was living under the same roof.” The father of the victim thanked members of the Vermilion County Child Advocacy Center, the Danville Police Department Investigation Division, and the Vermilion County State’s Attorney’s Office for always making the victim “feel protected and loved.” State’s Attorney Jacqueline Lacy thanked the victims for having the courage to come forward and for displaying bravery in testifying against their abuser. She also expressed her gratitude for the dedication of the Danville Police Department, the Vermilion County Child Advocacy Center, the Peoria Child Advocacy Center and the staff of the Survivor Resource Center. She added, “the testimony of each victim was vital in ensuring this predator will not hurt another child. Your strength in reliving the abuse you were forced to endure will help others to find their voices and to seek justice. It is my hope that these victims will continue to receive the love and support of their families and continue on their path of healing.”

WATSEKA TEACHER ARRESSTED

A Hoopeston woman is being held in the Iroquois County Jail on charges of grooming and distributing harmful material after allegations that she made inappropriate comments to students at Watseka High School. Baylee Bushong, 23, an agri-business teacher at Watseka Junior High School and Watseka High School, was arrested Thursday, October 10, after Watseka Police conducted “a short investigation” into the allegations, which police were notified of on October 8. According to a police statement, numerous students were interviewed at the Children’s Advocacy Center in Watseka, alleging Bushong made inappropriate comments to students while in class and that on a few ocsions, students were shown pornographic images. The investigation is ongoing and more charges may be pending, according to the police statement. District Supt. David Andriano said Bushong was placed on administrative leave when the investigation started and will remain on leave. “We are fully cooperating with DCFS and law enforcement in their investigation,” he said in a statement. “The safety and security of our students is our number one priority.” Andriano said future questions could be directed to DCFS or the Watseka Police Department. The district has been advised not to make further comment at this time.

A computer search revealed that the subject was driving on a suspended driver’s license. Ms. Williams was released with a citation and a Notice to Appear in Vermilion County Court.

Potomac Man Sentenced to Prison for Methamphetamine Possession

On October 8, 2024, Charles Parham (DOB 8/10/1990) pleaded guilty to Unlawful Possession of Methamphetamine, a class 3 felony. Judge Robert McIntire sentenced Parham to 6 years in the Illinois Department of Corrections. Parham’s term of imprisonment will be followed by 6 months of mandatory supervised release. The People presented evidence that on September 1, 2023, Charles Parham was stopped and arrested by Danville Police after an incident of retail theft at Meijer in Danville. Parham was searched by police incident to arrest and his wallet was located in his front pocket. Parham’s wallet was searched and police found a small plastic bag inside containing .2 grams of a crystal substance that field tested positive for methamphetamine. Testing completed by scientists at the Illinois State Police Forensic Science Laboratory confirmed the substance was positive for methamphetamine. State’s Attorney Jacqueline Lacy thanked the Danville Police Department for their work to get dangerous drugs off the streets of our community.

Main St. Arrested: Belinda Solis (F) (41) of Hoopeston Details: While conducting a traffic stop, HPD officers cited Ms. Solis on the traffic violations above. During the stop, HPD officers were advised of a Verm. Co. Warrant. Ms. Solis was taken into HPD custody for processing then was released with a Notice to Appear in Vermilion County Court.

Armed Felon Sentenced to Prison for Strangling Victim in Aggravated Domestic Battery

On October 4, 2024, Glen Mott (DOB 10/17/1984), formerly of Danville, Illinois, pleaded guilty to Aggravated Domestic Battery - Strangulation, a class 2 felony, for 5 years Illinois Department of Corrections, to be served at 85%, followed by 4 years mandatory supervised release. Mott also pleaded guilty to Unlawful Possession of a Weapon by a Felon, a class 3 felony, for 5 years in the Illinois Department of Corrections, to be followed by 6 months mandatory supervised release. The sentences in this case are to run concurrently. The People presented evidence to Judge Robert McIntire, that on June 18, 2024, Danville Police Department responded to a residence in Danville regarding a domestic battery. The victim reported to police that her boyfriend, Glen Mott, had grabbed her, slammed her to the floor and pointed a handgun at her face, threatening her, and subsequently choking her until she temporarily lost consciousness. A witness reported that the victim could be heard yelling for Mott to leave the residence, and the defendant could be heard threatening to kill the victim. The victim was able to run away from the residence to get help. Danville Police officers searched the residence of Mott and the victim, and located a handgun that matched the description given by the victim. The handgun was loaded with a live round in the chamber and four rounds in the magazine. State’s Attorney Jacqueline Lacy thanked the Danville Police Department for their prompt response to domestic violence cases. She added, “Felons who commit acts of domestic violence pose a significant threat to not only the victims and their families, but also to the community as a whole. My office is committed to supporting domestic violence victims in Vermilion County, together with our local agencies, to keep our community safe.”

Second Ave. and stopped at the stop sign at the intersection of S. Second Ave. and E. Orange. Upon entering the intersection, Unit 1 struck Unit 2 which was traveling eastbound on E. Orange St. Unit 2 left the roadway and came to a rest. The driver of Unit 1 was cited for the above charges and was given notices to appear in Vermilion County court.
