Details: HPD officers responded to the above address for a battery that had occurred. After an investigation, Mr. Brooks was located in Westville and was transported to the Vermilion County Jail. HPD officers arrived at Vermilion County Jail and arrested Mr. Brooks on the above charges. He will remain at the PSB in Danville to await arraignment.

Arrested: Brandon Arms (M) (39) of Ambia, IN

Details: HPD Officers were dispatched to the above location after receiving a complaint from a Hoopeston female. Officers made contact with Mr. Arms, placed him under arrest for the above offense, and transferred him the Hoopeston Police Department where he was processed and later released with a NTA in Vermilion County Court.

Details: HPD officers were dispatched to the above location. Upon arrival, officers located Mr. Arms. He was placed under arrest and was transported to HPD for processing. While at HPD Mr. Arms was charged with Threatening a Public Official. Mr. Arms was later transported to the PSB in Danville to await arraignment.

Details: Unit #1, traveling E bound on E Main St., made an illegal u-turn into a parking space at the above location and was struck by Unit #2 as they were backing out. No tickets or injuries were reported and both units were insured.

Details: Unit #1 traveling northbound on Route 1 failed to yield the right of way to

Unit #2 who was traveling eastbound on Route 9 and Unit #1 struck Unit #2.

No injuries were reported, no tickets were issued and both Units were insured.

Details: HPD officers received information about a possible whereabouts of Ms. Penka.

When she was located, a computer check revealed she had an outstanding warrant

from McLean County. Subject was arrested and taken to HPD to be processed. She was later transported to the PSB in Danville to await extradition.

Details: HPD officers responded to a call at the above location. The 17-Year-old male was arrested for the above charges, brought to HPD for processing, then later was released to his guardians with a juvenile petition.

Unit 1: 2013 Ford Sedan driven by Brionna Hardwick of Rantoul

Unit 2: 2015 Kia Utility driven by Martha Zamarripa of Hoopeston

Details: Unit 1 was traveling WB on Washington St and entered the intersection. Unit 1 struck Unit 2 near the rear of the vehicle. There were no tickets or injuries reported. Both units were insured.

Cited: 15-year-old juvenile of Hoopeston

Details: HPD officers conducted a traffic stop in the above area, where they cited a 15-year-old juvenile for the above traffic violations. The juvenile was released to his guardian, and the vehicle was towed from the scene.

Arrested: Iesha Hoskins (F) (30) of Hoopeston

Details: HPD officers located Ms. Hoskins. She was arrested and taken into HPD custody. She was processed at HPD then was later transported to the PSB in Danville to await arraignment.

Senator Rose Slams New Transit Law to Bailout Chicago Transit

State Senator Rose (R-Mahomet) issued the following statement after Governor Pritzker signed the transit bailout law, which raises costs and redirects revenue to Chicago.

 

“By signing this bill, Governor Pritzker has chosen to take money away from downstate communities to bailout Chicago’s failing transit system. This law redirects motor fuel sales tax revenue that should be used to repair our local roads and infrastructure and sends it straight to Chicago — a system most families in my district will never use.

“Downstate taxpayers are already stretched thin. Now they’re being forced to pay even more so Chicago can avoid dealing with its own financial mismanagement. Instead of demanding reforms or accountability, the Governor and Democratic leaders pushed through yet another tax-and-spend plan in the final hours of session. They signed it into law, placing the burden squarely on people who can least afford it. Our communities deserve better.”

Unit 1: 2011 Honda Accord driven by Rhonda Baker of Hoopeston

Unit 2: Electric Wheelchair operated by Joe Encinia, Jr. of Hoopeston

Details: Unit 1 was stopped at the intersection. Unit 2 also stopped at the intersection. Unit 2 proceeded into the roadway. Unit 1 also entered the roadway. Unit 1 reported not seeing Unit 2 in the roadway and struck Unit 2. HPD,HFD, and EMS arrived on scene then the scene was cleared.

Danville Mayor Williams on Hyster-Yale leaving Vermilion County

As you are likely aware, the Hyster-Yale Group has made the decision to relocate its operations out of Illinois.

Over the past two years, the City of Danville has engaged extensively with the Hyster-Yale Group regarding the potential relocation and expansion of their operations within Vermilion County. As part of these discussions, the City identified several viable sites and committed to assembling a comprehensive package of incentives. Throughout this process, we understood that Danville and Vermilion County were among several locations under consideration. In close partnership with Vermilion Advantage, Offutt Development, and the State of Illinois, the City worked diligently to enhance incentive opportunities and create the most competitive offer possible.

The final incentive package provided by the City of Danville included a sanitary sewer extension (valued at upwards of $1 million), an Enterprise Zone expansion, rezoning of the selected parcel, and a $1.5 million cash incentive for the Hyster-Yale Group’s relocation. Additionally, a number of strong complementary offers were extended by the site developer, private local foundations, the Department of Commerce and Economic Opportunity, and the Office of the Governor.

As a collective effort, these commitments represented a robust and unified proposal that demonstrated our community’s readiness, determination, and belief in Danville’s potential for growth. Despite these extensive efforts, the Hyster-Yale Group ultimately chose to relocate to Indiana, leading to the closure of its local operations by the end of 2026.

While this was not the desired outcome, the City of Danville takes great pride in the collaboration, dedication, and shared purpose demonstrated by all partners involved. These relationships have strengthened our foundation and reaffirmed the unwavering spirit that defines our community. With City Council support, we plan to forge ahead with the previously planned sanitary sewer extension and Enterprise Zone expansion to be as prepared as possible for future development. We also now have additional funding on hand to support the expansion of existing business in town or to assist in recruiting new business to the community.

We are deeply mindful of and saddened by the potential impacts this relocation will have on employees and their families. In response, comprehensive and proactive measures are being undertaken to mitigate these effects and to build upon our community’s existing assets. Together with our partners, we remain fully committed to supporting affected families, fostering new economic opportunities, and advancing initiatives that promote long-term stability and vitality.

Though this chapter closes, the partnerships forged and strengthened through this process will continue to move Danville forward. Our community remains united, resilient, and focused on building a future filled with opportunity, progress, and shared success. Together, WE will decide what’s possible!

Hoopeston Police Blotter 12/8/2025

Resisting and Obstructing a Police Officer; Speeding 40mph in a 25mph ZoneH25-7346

Location: S 6th Ave./W. Lincoln St.

Arrested: Santos Vasquez (M) (83) of Hoopeston

Details: HPD officers conducted a traffic stop at the above location. After Mr. Vasquez pulled into his driveway he negated officer instructions and attempted to gain access to his residence. He was placed under arrest and transported to HPD where he was processed then released with NTA’s for Vermilion County Court.

 

 

No Valid Driver's License; Disobeying Traffic Control Device; Possession of Stolen Plate

Time: 5:34 p.m.

Location: W. Penn St./S. Dixie Hwy.

Arrested: Aldair Gutierrez (M) (20) of Chicago, IL

Details: HPD officers conducted a traffic stop. Mr. Gutierrez was found to be driving on the above violations. A stolen plate was in his possession. He was issued NTA’s for Vermilion County Court and was released from the scene.

Hoopeston Police Blotter 12/7/2025

Driving While License Revoked, Possession of Methamphetamine H25-7331 2025-8836

Time: 12:43am

Location: Dice/S 2nd Av

Arrested: Mark Czarny (M) (34) of Paxton

Details: HPD officers found Mr. Czarny and his vehicle blocking the roadway and stuck

in the snow. A computer check revealed that subject’s driver’s license was revoked.

While officers searched the vehicle, methamphetamine was located. Subject was

arrested and taken to HPD to be processed. He was later transported to the PSB

in Danville to await arraignment.

Hoopeston Police Blotter 12/6/25

Traffic Accident H25-7254 Date/Time: 12-01-2025 @ 3:03 p.m. Location: 1000 Blk. of E. Orange St./Route 1 Unit #1: Unit #2: Details: 2017 Buick Sedan driven by Judith Voorhees of Hoopeston 2007 Chevrolet Silverado driven by Jacob Mockbee of Hoopeston Unit #1 was attempting to turn eastbound onto W. Orange St. When turning onto W. Orange St., Unit #1 could not see Unit #2 due to weather conditions. Unit #2 was traveling eastbound on W. Orange St., and due to road conditions, was unable to stop and struck Unit #1. Both vehicles were insured, and no injuries were reported.

 

Traffic Accident H25-7267 Date/Time: 12-02-2025 @ 4:37 a.m. Location: 500 Blk. of S. 8th Ave. Unit #1: Details: 2019 Ram 3500 driven by Wilde Garowski of Alvin, IL. Unit #1 was traveling northbound with an attached loaded trailer on S. 8th Ave when the vehicle left the roadway and struck a tree. The trailer and vehicle were towed from the scene. The vehicle was insured, and the driver was transported to Carle of Hoopeston.

 

Operating Vehicle with Suspended Registration for Mandatory Insurance Violation H25-7316 Time: Location: Cited: Details: 1:10 am 6th St/E McNeil Megan Lane (F) (38) of Hoopeston HPD officers stopped the vehicle Ms. Lane was driving for a traffic violation. A computer check revealed the registration was suspended. Subject was given a traffic citation and Vermilion County traffic court date.

 

 

Traffic Accident Time: Location: 7:45 a.m. H25-7318 E. Seminary Ave./N. 4th St. Unit #1: Unit #2: Details: 2007 Buick Terraza driven by Terrence Poke of Hoopeston 2008 Chevy Malibu driven by a female juvenile of Hoopeston Unit #1 was attempting to stop at the intersection. Due to weather conditions, Unit #1 slid through the intersection and was struck by Unit #2 in the intersection. Both units were insured and no injuries were reported.

Details: Unit #2 was backing from a driveway when it was struck by Unit #1 due to weather conditions. No tickets or injuries were reported and both parties were insured.
