Sen. Rose Sponsors Legislation to Restore Crucial Funding for Soil and Water Conservation Districts

In response to Soil and Water Conservation Districts (SWCDs) receiving a drastic cut in funding in the Fiscal Year (FY) 2025 budget, State Sen. Chapin Rose (R-Mahomet) is co-sponsoring a critical bill to reinstate the $4 million reduction in funding through Partners for Conservation Fund.

“Governor Pritzker just slashed $4 million in funding for Soil and Water Conservation Districts without thinking about the big picture,” said Sen. Rose. “This is more than just a budgetary issue. Our SWCDs are the backbone of our environmental protection efforts. By restoring this funding, we reinforce our commitment to preserving the environment, keeping water clean, and fostering sustainable agricultural practices for our state and future generations.”

The FY25 budget’s $4 million reduction from SWCD funding threatens the districts’ ability to fight soil erosion, improve water quality, and sustain agricultural practices.  Without funding, our environmental and agricultural foundation is at risk.

Senate Bill 3964, co-sponsored by Senator Rose, directly addresses this alarming issue by restoring the necessary funds through the Partners for Conservation Fund. The bill emphasizes the importance of SWCDs in preserving our environment for future generations.

“Every dollar restored to our soil and water conservation districts is a direct investment in the vitality of our environment and the strength of our communities,” concluded Senator Rose.

Danville Mall SOLD!

The City of Danville is pleased to provide an update regarding the recent auction of the Village Mall. As previously indicated, the 35+ acres that constitute the Village Mall were divided into three parcels and subsequently put up for auction on May 13, 2024. It is our privilege to announce that the section of the mall stretching from County Market to the former Burlington Coat Factory (all of the Mall building) has been acquired by Mr. Jimmy Virk. Mr. Virk is a seasoned investor with a strong background in the payment processing industry who has successfully ventured into business and real estate pursuits. The current tenants include County Market, Ross Dress for Less, Dunham’s, Pet Supplies Plus, Bath and Body Works, JoAnn’s, Citi Trends, Hibbett Sports, and Danville Community College Barber School have leases extending from another year to as many as five years and intend to stay at this time. During their discussions with several community venues in Danville, Mr. Virk and his team concluded that enhancing the mall's appeal with additional entertainment and dining options is essential for its revitalization. The planned enhancements include bringing back a movie theater with dine-in services and luxury seating, attracting a larger indoor entertainment/amusement center, introducing a new sit-down restaurant, and creating space for additional larger retail tenants. This redevelopment plan will involve repurposing certain smaller units to accommodate the new spaces without compromising the overall indoor mall area. Mr. Virk expressed optimism regarding the ongoing efforts to revitalize the mall, envisioning its transformation into a vibrant communal gathering place. He emphasized the significance of enriching Danville’s amenities and providing residents with convenient access to entertainment and dining options close to home, thus reducing the need to travel to Champaign or other areas. Regarding Mr. Virk, Mayor Williams said, “We’ve found someone with a vision for the Mall that matches ours and who also has the experience and resources necessary to make it a regional attraction. Once complete, this project will greatly enhance our overall quality of life, and we’ll do all we can to ensure its success.” The City does not know who purchased the remaining parcel. We will provide any updates about it and the Village Mall projects as we learn more.

Details: After investigations of the above offenses, Hoopeston Officers observed the male juvenile while on patrol and brought him to HPD to be processed. He was later transported to the JDC in Vermilion County to await arraignment.

Felon Armed with Sawed-Off Shotgun Sentenced to 8 Years in Prison

On July 23, 2024, Dillon Cagle (DOB: 6/5/1995), previously of Tilton, Illinois, was sentenced to 8 years in the Illinois Department of Corrections by Judge Mark S. Goodwin, following a plea of guilty to Unlawful Possession of a Weapon by a Felon, a class 2 felony. Following his term of imprisonment, Cagle will serve 1 year of mandatory supervised release. Judge Goodwin heard evidence from the State, that on April 29, 2023, Tilton Police conducted a traffic stop on a vehicle in which Dillon Cagle was a front seat passenger. Tilton was assisted by agents of the Vermilion County Metropolitan Enforcement Group. During the traffic stop, officers located a loaded, sawed-off shotgun behind the driver’s seat. During an interview with police, Cagle admitted that the firearm and ammunition were his. State’s Attorney Jacqueline Lacy thanked the Tilton Police Department and the Vermilion County Metropolitan Enforcement Group for their combined efforts in this case. She added, “Felons who illegally possess guns put our community in serious danger. My office will continue to work with police to remove guns from the hands of felons and to obtain serious sentences for defendants who relentlessly disobey the law.”

Details: While on patrol, Hoopeston Officers located Mr. Couch. A computer check confirmed he

had an outstanding Vermilion County warrant. He was taken to HPD to be processed and

later transported to the PSB in Danville in lieu of bond.

 

 

Traffic Accident H24-4030

Unit 2: 2015 Lincoln owned by Carolina Salinas (77) of Hoopeston

Details: Unit 1 was backing out of a parking spot when it struck Unit 2 as it was parked. No injuries were reported, both units were insured, and no tickets were issued.

Market St. Unit 1: 2018 Toyota Utility driven by Kristie Terrell (F) (43) of Hoopeston Unit 2: 2022 Honda Ruckus driven by David Silver (M) (62) of Hoopeston Details: Unit 2 was traveling northbound through the intersection of E. Penn and N. Market when Unit 1 proceeded into the intersection and struck Unit 2. Ms. Terrell received a citation and a notice to appear in Vermilion County Traffic Court, then was released from the scene. No injuries were reported.

Retail Theft Arrest (delayed entry) H24-3360 H23-7134

Time/Date Arrest: 7/2/24 9:00am

Arrested: Stacy Brant (F) (49) of Rossville

Details: After an investigation, HPD officers arrested Ms. Brant for retail theft from Kirby Foods

and Dollar General. She was taken to HPD, processed and later released with a notice

to appear in Vermilion County court.

State

On July 2, 2024, State’s Attorney Jacqueline Lacy secured a sentence of natural life in prison for Cloanger Robinson (DOB: 12/21/2001), formerly of Danville, Illinois, for the horrific murders of three men, which occurred at one of the victims’ homes in Danville. Circuit Judge Derek Girton sentenced Cloanger Robinson to life in prison after a sentencing hearing today. He was found guilty of First Degree Murder of victims Nathaniel Gentry, Anthony Jones and Cordell Reed by a Vermilion County Jury on May 24, 2024. The case was prosecuted by State’s Attorney Lacy and two of her assistants. The Jury found that the actions of Robinson were exceptionally brutal and heinous behavior, indicative of wanton cruelty, as to all three victims. State’s Attorney Lacy read a victim impact statement written by Marquita Gentry, the daughter of victim, Nathaniel Gentry. Ms. Gentry wrote, “…prior to his death we were making plans for my son and father to meet for the very first time. Now that will never happen.” In thoughts directed toward the defendant, Ms. Gentry added, “words cannot explain the pain that is in my soul…You cannot undo what you did, but you can become a brand-new person through the grace of God.” State’s Attorney Lacy also read a victim impact statement written by William Jones, the brother of victim, Anthony Jones. Mr. Jones wrote, “I have faith that restitution will present itself through remorse in the damages brought upon my family, not only in ripping a beloved family member from us, but also in the destruction of our family home.” He added, “The impact is that of what my brother Anthony left with all of those that loved him, through his kindness…he served his country. He served his community in volunteering, and he served his Lord through his faith.” In handing down the sentence, Judge Girton noted the overwhelming evidence of Cloanger Robinson’s guilt, premeditation and planning. Judge Girton stated that during his 35-year career he had never seen anything as “brutal and senseless.” Directing his words to the defendant, Judge Girton said, “you will have to work very hard to choose to change to be the person your family forgave.” State’s Attorney Lacy expressed her gratitude for the Danville Police Department, the Illinois State Police and Forensic Pathologist, Dr. Scott Denton, for their efforts investigating this extremely challenging case. She also thanked the Jury for their difficult deliberations and findings of guilt. She added, “The brutal nature of these murders was inconceivable, especially considering the fact that Cloanger Robinson was related to two of the elderly victims. These innocent victims were lifelong residents of Danville, who loved their community. Their families did not deserve to have their loved ones stolen from them. Judge Girton’s sentence and words to the defendant today were a clear message that unconscionable acts of violence will not be accepted in our community. I hope the closure of this case helps the victims’ families to begin their true healing.”

Criminal Damage to State Supported Property, Aggravated Unlawful Use of a Weapon, Aggravated Battery to a Peace Officer H24-3538 2024-5223

Date and Time: 6/30/2024 @ 8:14 p.m.

Location: 400 Block of E. Honeywell

Arrested: Jamie Johnson (F) (50) of Hoopeston

Details: HPD was dispatched to the above location. Ms. Johnson was located and found

causing damage to her apartment. Ms. Johnson refused to follow HPD officer requests. She was taken to Carle in Hoopeston, arrested on the above charges, and then transported to the PSB in Danville to await arraignment.

 

 

Criminal Damage to Property (over), Aggravated Battery of a Peace Officer (x2), Resisting and Obstruction of a Peace Officer, Disorderly Conduct (a2-false fire alarm)H24-3334 2024-5226

Time: 3:05 a.m.

Location: HPD

Arrested: Gerardo Torres (M) (43) of Hoopeston

Details: HPD was dispatched to the 800 block of E. Young Ave for a disturbance. Upon arrival Mr. Torres was found taken into custody. At HPD Mr. Torres was arrested on the above charges from a prior incident from 6/22/2024. He was processed at HPD then transported to the PSB in Danville to await arraignment.

Hoopeston Police Report 7/1/24

Traffic Accident H24-3485 Time: 7:47 pm Location: S Market St/E Main St Unit 1: 2006 Dodge Utility driven by Jesus R Avitia (M) (42) of Hoopeston Unit 2: 2018 Ford Utility driven by Cayla M Davis (F) (28) of Hoopeston Details: Unit 2 was traveling eastbound on E Main St through the intersection when Unit 1 struck the side of Unit 2. Mr. Avitia was identified as the driver and received citations for disobeying a traffic control device and operating uninsured vehicle and given notice to appear in Vermilion County traffic court then released from the scene.

 

Assault (City Ord. 9.08.010), Disobeying Police (City Ord. 9.04.070) H24-3492 Time: 10:45 pm Location: 400 blk of E Chestnut St Arrested: Brandon D Arms (M) (38) of Hoopeston Details: HPD responded to a civil disturbance. Mr. Arms was taken into custody for the listed charges and transported to HPD for processing then released with a notice to appear in Hoopeston City court.

Noisy Animals Prohibited (City Ordinance) (6.04.020) H24-3498 Time: 1:00 am Location: 400 blk of W Penn St Cited: Wayman Walker Jr (M) (69) of Hoopeston Details: HPD received a complaint of a dog barking. Mr. Walker was given a signed complaint and a Hoopeston City court date.

 

Warrant Arrest (Vermilion County 24CF366), Resisting and Obstructing a Peace Officer (2 counts) H24-3507 2024-5179 Time: 12:21PM Location: 300 blk of S 3rd St Arrested: Angel K Bane(44)(F) of Hoopeston Details: HPD officers were in the area when they were out with Ms. Bane. A computer search showed Ms. Bane to have an active warrant. Ms. Bane was arrested and transported to PSB to await arraignment.
