Hoopeston Police Report 8/31/24

No Valid Driver’s License; Operating an Uninsured Motor Vehicle H24-4751 Date: Thurs., Aug. 29th Time: 11:16 p.m. Location: 100 blk. of W. Orange St. Arrested: Desire Welch (F) (36) of Hoopeston Details: HPD conducted a traffic stop at the above address. Upon investigation Ms. Welch was arrested on the above charges. The vehicle was towed and Ms. Welch was issued citations then released with NTA’s for Vermilion County Traffic Court.

 

Warrant Arrest H24-4752 2024-7105 Time: 4:49am Location: W Maple/S 8th Av Arrested: Victor Hutton (M) (55) of Hoopeston Details: While on patrol, HPD officers checked out with Mr. Hutton. A computer checked revealed he had an outstanding Vermilion County warrant. He was arrested, taken to HPD to be processed and later transported to the PSB in lieu of bond.

A computer check revealed Ms. Kruger had an outstanding Vermilion County warrant. She was arrested, taken to HPD to be processed and later transported to the PSB in Danville in lieu of bond.

After an investigation, Mr. Bieber was arrested for the above charges. He was taken directly to the PSB in Danville to await arraignment.

Wanted on a Vermilion County Warrant (#23CF415) H24-4734 2024-7073 Date: Wednesday, August 28th Time: 11:49 p.m. Location: S. Market St. and E. Penn St. Arrested: Jordan Davis-Ervin (M) (33) of Hoopeston Details: HPD was stopped with three subjects. A computer checked showed a warrant for Mr. Davis-Ervin for Failure to Appear. He was transported to HPD for processing and was later extradited to Vermilion County by VCSO.

Arrested: Rolando Vasquez (M) (45) of Ambia, IN Details: HPD was conducting a traffic stop at the above location. During the stop, Mr. Vasquez was arrested for the above charge. He was taken to HPD then processed, ticketed, and released with an NTA for Vermilion County Court

Details: HPD conducted a traffic stop. Mr. Mendez-Gonzalez was given a Vermilion County notice to appear and released from the scene.

Sexual Predator Gets 14 Year Prison Sentence in Vermilion Country

On August 22, 2024, Nathan Hendriex (DOB10/5/1976), formerly of Danville, Illinois, pleaded guilty at a contested sentencing hearing to two counts of Criminal Sexual Assault, both of which are class 1 felonies, carrying a sentencing range of 4-15 years in the Illinois Department of Corrections. Argument was presented by the State seeking a total of 20 years in the Illinois Department of Corrections. Judge Robert McIntire ultimately sentenced the defendant to a total of 14 years in the Illinois Department of Corrections, to be served at 85%. Following imprisonment, Hendriex will serve a term of mandatory supervised release from 3 years to natural life. At the sentencing hearing, the State presented evidence that in September of 2022, Danville Police received a report of sexual assault. A detective with the Danville Police Department Criminal Investigations conducted interviews with the assistance of the Vermilion County Child Advocacy Center, and discovered that the defendant, Nathan Hendriex, was dating the minor victim’s mother and had been living in the family home for a period of time. On the day of the assault, Hendriex lured the victim into a room, forced the victim to undress and forcibly engaged in sexual intercourse with the victim. The victim disclosed that Hendriex told them not to tell anyone about the assault. Hendriex was subsequently interviewed and confessed to the assault in detail. State’s Attorney Jacqueline Lacy said, “I would like to acknowledge the bravery of the victim in coming forward about the sexual assault at the hands of a trusted adult. The cruel manipulation of trust displayed by sexual predators is horrendous. It is my hope that the sentence handed down in this case will allow the victim time to begin their road to healing.” State’s Attorney Lacy extends her appreciation for the Danville Police Department Criminal Investigations, as well as the Vermilion County Child Advocacy Center, for their diligence investigating crimes against youth.

Details: HPD officers were called to the area in reference to possible trespassing. Upon arrival, they located Mr. Hanlin who had an outstanding Vermilion County warrant. He was arrested, taken to HPD for processing and later transported to the PSB in Danville in lieu of bond.

Arrested: Jackie Winchester (47) (M) of Rossville

Details: After an investigation, Mr. Winchester was arrested for a retail theft that occurred at Dollar General. He was taken to HPD to be processed and later released with a notice to appear in Vermilion County court.

Arrested: Julius Thomas (25) (M) of Hoopeston

Details: HPD officers were out with Mr. Thomas and a computer search showed him to have an

active warrant. Mr. Thomas was arrested and transported to HPD for processing and later

transported to PSB by a Vermilion County Deputy.

 

 

Disorderly Conduct H24-4675

Time: 9:06 p.m.

Location: 300 blk. of S. 3rd St.

Arrested: Angel Bane (44) (F) of Hoopeston

Details: HPD officers were dispatched to the above address for a report of a female causing a

disturbance. Upon arrival and investigation, Ms. Bane was ticketed for the above charges.

She was then given a City Complaint and NTA for Hoopeston Municipal Court.

Details: Unit 1 while backing out of a driveway headed southbound, struck Unit 2 which was traveling westbound. Both units were insured, no injuries or citations were reported.

CITY OF DANVILLE BUYS NEW BUILDING TO MOVE CITY HALL

The City of Danville is pleased to announce the acquisition of the Old National Bank building at 2 W. Main St, marking a significant step towards addressing critical infrastructure issues. The property was purchased for a total of $446,500 plus closing costs. This strategic investment comes in response to ongoing problems at the current City Hall, including but not limited to severe roof leaks, cracking walls, HVAC failures, and the need for a new elevator system. The decision to acquire the Old National Bank building reflects the city's commitment to investing in a facility with better long-term stability and reduced maintenance concerns. Mayor Williams stated, "Our current City Hall has reached the end of its functional lifespan. To ensure we provide our community with a reliable and efficient governmental facility, it is essential to invest in a property that offers long-term viability. The Old National Bank building represents an opportunity to enhance our infrastructure and support our citizens’ needs” The acquisition of the Old National Bank building also aligns with broader plans for downtown redevelopment. The city intends to demolish the existing City Hall, along with the Breese Building and the Courthouse Annex, which will clear half a block of prime real estate. This newly available space is ideally located in the heart of Downtown Danville and adjacent to the forthcoming Riverfront development, making it highly desirable for future redevelopment projects. Currently, Old National Bank occupies half of the main floor and utilizes the drive-thru teller space. The bank has a lease extending through 2029, and the city is working diligently to determine the final arrangements regarding the bank’s continued presence in the building. This purchase represents a crucial investment in the city’s future, ensuring that Danville's government operations will be housed in a facility that meets modern standards and supports the city's vision for growth and redevelopment. The City of Danville anticipates relocating to this building by late 2026 or early 2027.

Courageous Child Victims Aid the State

On August 14, 2024, Robert Musson (DOB: 7/20/1965) was found guilty by a Vermilion County Jury on six counts of class X Predatory Criminal Sexual Assault of a Child, following a two-day trial. Musson now faces a sentence of mandatory Natural Life in prison. Evidence was presented by the State that the Danville Police Department received reports that two minor victims came forward with information that Robert Musson had sexually abused them at separate times between 2016 and 2020. Investigation and interviews were conducted by members of the Danville Police Department Investigation Division, with the assistance of the Vermilion County Child Advocacy Center and the Peoria Child Advocacy Center. Victim testimony indicated that Musson had threatened to kill the victims if they told anyone about the abuse. Following the trial, State’s Attorney Jacqueline Lacy thanked the Jurors for their service. She extended her appreciation for the victims and for their bravery. “These children have been through unfathomable trauma at the hands of someone they should have been able to trust. This sexual predator caused unbelievable suffering for the victims and their families, but the courage displayed by both victims in their cooperation with police and in facing their abuser in Court showed true strength.” Lacy added, “We appreciate the efforts of the Danville Police, the Vermilion County Child Advocacy Center, the Peoria Child Advocacy Center and the staff of the Survivor Resource Center.” A sentencing hearing is scheduled for October 11, 2024.

Don and Deanna Witzel Retiring From McDonald

Longtime local business owners Don and Deanna Witzel are retiring from McDonald’s after over 40 years with the company. The Danville couple has owned stores in Vermilion County for over 25 years and more recently added a Covington, Indiana location.

Blake Linders from Effingham purchased all seven local McDonald’s locations. The sale will be final on August 14, 2024.

"The hardest part about retiring is leaving our wonderful 420 employees," says Don. "Many of them have been with us all 25 years. We are so thankful for all of them - we couldn't have done the things we did without them. We will miss working with them very much! And we are so appreciative of all our customers who we’ve loved serving and for their support of our family business.”

The Witzels will continue to live in Danville and stay highly involved in the Vermilion County community. “I will stay involved in leading Step-Up Vermilion County, a local non-profit that focuses on rallying, relating and resourcing to help meet Vermilion County’s needs,” says Deanna. “I’ll also remain active in Vermilion Advantage and the Vermilion Housing Authority. Don and I will stay involved in our church, volunteering and helping our children and people in the community.”

The Beginning

Don started at McDonald’s as a crew member in 1980 in Las Vegas, NV. Deanna started at McDonald's as a crew member in 1982 in Peoria, IL and transferred to Las Vegas McDonald's in 1987, where she met Don.

Just over 25 years ago, on July 1, 1999, they purchased four restaurants in Vermilion County—two in Danville, one in Hoopeston and one in Oakwood. Since then, they have opened locations in Georgetown, Main and Bowman in Danville and Covington.

Looking Ahead

“I’ve done almost everything in life I’ve wanted to do,” says Deanna. “Now I’m looking forward to helping others. My passion now is to help make dreams come true for other people and our community. Don plans a simpler, more relaxed life - gardening and spending time at our family cabin. We also plan to do more traveling.”

Don and Deanna are especially looking forward to spending more time with their children – Rob and Halley Witzel and Katie and Jason Spencer, all of Danville. They say the best part of retirement will include extra time with grandchildren Parker, 2 ½, Ellie, 18 months and a second granddaughter due early December. “They are the light of our lives!” adds Don.

Solicitation of Sexual Act H24-4211 2024-6244 Time: 12:20pm Location: 200 blk E Main St Complainant: 47-year-old Hoopeston female Arrested: Garrett White (M) (22) of Hoopeston Details: HPD was called to the report of a suspicious person who tried to solicit the complainant for a sexual act. He was arrested and taken to HPD to be processed. He was later transported to the PSB in Danville to await arraignment.

Traffic Stop: Driving While License Suspended. H24-4202 Time: 5:34 PM Location: S 4th St & E. Orange St Hoopeston Cited: Poke, Terrence L (M) (30) of Hoopeston Details: HPD conducted a Traffic Stop on a vehicle with expired registration, during the stop it was determined by computer check that the driver was suspended by the State of IL SOS. Court Date issued for Vermilion County Traffic Court. Released from custody. 

Felon Pleads Guilty to Unlawful Possession of a Weapon, Sentenced to 7 Years in Prison

On July 30, 2024, Lafayette Harper (DOB 1/7/1984), formerly of Danville, Illinois, pleaded guilty to Unlawful Possession of a Weapon by a Felon, a class 2 felony. Harper was sentenced by Judge Mark Goodwin to 7 years in the Illinois Department of Corrections. Following his term of imprisonment, Harper will serve 1 year of mandatory supervised release. Judge Goodwin heard evidence from the State that between the dates of February 3rd and February 4th, 2024, Lafayette Harper was at his residence in Danville with numerous guests. It was reported to Danville Police that during this time, Harper produced a handgun and shot a round towards the ceiling. Upon search of Harper’s residence, officers located a handgun and ammunition. During an interview with police, Harper admitted that the handgun located by officers was his. Due to his criminal history, Harper is not legally permitted to possess a firearm. State’s Attorney Jacqueline Lacy thanked the Danville Police Department for their investigation into this matter. She said, “My office will continue to work to reduce violent crime in our community by removing illegally possessed guns from the hands of felons.”

Location: 500 Block of E. Main St.

Arrested: Paul Dailing (M) (24) of Hoopeston

Details: HPD was dispatched to a residence where Mr. Dailing was located. After an investigation, Mr. Dailing was arrested and transported to HPD for processing and then transported to the PSB in Danville to await arraignment.

Details: HFD was dispatched to a downed power line. The power line was checked and Ameren was notified.
