ILLINOIS STATE POLICE ANNOUNCES RESULTS OF NIGHTTIME ENFORCEMENT PATROLS

 – Illinois State Police (ISP) Troop 7 Commander Heather Apperson announces the results of Nighttime Enforcement (NITE) patrols in Macon and Vermilion counties on December 20, 2024. These NITE patrols allowed the ISP to focus on preventing, detecting, and taking enforcement action in response to impaired driving and occupant restraint violations especially between the hours of 9:00 p.m. and 6:00 a.m. Violations Enforcement Activity Driving Under the Influence (DUI) Citations 0 Other Alcohol/Drug Citations 0 Occupant Restraint Offenses 2 Registration Offenses 5 Driver’s License Offenses 6 Insurance Violations 3 Total Citations/Arrests 30 Total Written Warnings 30 Alcohol and drug impairment are estimated to be a factor in more than 47% of all fatal motor vehicle crashes in Illinois. There is one alcohol-related traffic fatality every 39 minutes in the United States. Over half of all fatal crashes in Illinois occur at night. The NITE program allows officers to work even harder at removing dangerous impaired drivers from the road and making sure everyone is buckled up. This project was funded through the Illinois Department of Transportation.

computer check revealed she had an outstanding Vermilion County warrant. She

was arrested and taken to HPD to be processed. She was later transported to the PSB

in Danville in lieu of bond.

Residential Arsonist Sentenced to 10 Years in Prison

On December 17, 2024, James Brayboy (DOB: 10/29/1997), formerly of Hoopeston, Illinois, pleaded guilty to Residential Arson, a class 1 felony, for 10 years in the Illinois Department of Corrections. In addition, Brayboy pleaded guilty to Unlawful Possession of a Weapon – No FOID Card, a class 3 felony, for 3 years Illinois Department of Corrections, and to Criminal Damage to Property, a class 4 felony, for 2 years in the Illinois Department of Corrections, with sentences to run concurrently. Judge Mark S. Goodwin presided over these matters. The People presented evidence in 2024-CF-422, that in the early morning hours of June 23, 2024, Hoopeston Police responded to a house fire on East Young Street. The homeowner stated to police that James Brayboy had recently sent her a text message mentioning a house fire. During the investigation, officers obtained video surveillance and were able to identify James Brayboy, wearing a distinctive backpack and watch, walking towards the door of the residence, and then walking away, as a flash of light was observed in the area of the residence. Officers noted the front door of the residence was not usable prior to the fire and had been locked and secured with a full sheet of plywood inside the door frame. Brayboy was later located by police wearing the same distinctive backpack and watch. The arson investigator indicated that the fire had started outside the front door of the residence, possibly by the use of fireworks. Officers noted upon searching Brayboy’s belongings, there were five standard lighters, one long wand style lighter and Black Cat firecrackers found inside his backpack. The People also presented evidence in 2024-CF-140 that on February 21, 2024, Hoopeston police responded to a business on Lincoln Street for a report of criminal damage to two vehicles. Police identified James Brayboy on surveillance video jumping over the fence of the property with an unidentified individual and walking up to each of the vehicles and damaging them. Officers later made contact with Brayboy and obtained consent to search his residence where they located a hoodie and a pair of jeans that were an exact match for the clothing Brayboy was wearing in the surveillance video. Additionally, the Court heard evidence in 2024-CF-240 that on April 10, 2024, James Brayboy was involved in a dispute with a female when another male stopped to assist the female. Brayboy then directed his anger at the male witness and threw a brick and broke the windshield of the male. Brayboy was later located by police at which time he fled into a residence and hid in the basement. Brayboy was located and searched subsequent to arrest. On Brayboy’s person, police located a taser. Brayboy is not eligible to receive a Firearm Owner Identification Card. State’s Attorney Jacqueline Lacy thanked the Hoopeston Police Department for their diligent attention to these criminal investigations. She also extended her appreciation to the Hoopeston Fire Department. She added, “The reckless actions of this criminal not only violated the law but also endangered the safety and security of our community. This sentence reflects the serious nature of his crimes, including residential arson, and serves as a reminder that such criminal behavior will not be tolerated. My office will continue to work to protect our residents."

Details: Unit #1 was traveling westbound on Penn and Unit #2 was traveling northbound on Market.

Both vehicles approached the intersection and came to a stop. Unit #1 struck Unit #2

in the intersection. No injuries, no tickets and both units were insured

Appointment of New Associate Judge for Vermilion County

Chief Judge Thomas M. O’Shaughnessy today announced the appointment of Danville attorney Lindsay J. Starwalt as an associate judge for the Fifth Judicial Circuit, filling the vacancy which resulted from the election of Hon. Mark S. Goodwin as a resident circuit judge during the November General Election. Starwalt was elected by vote of the Circuit’s twelve circuit judges from eight applicants. Judge O’Shaughnessy described the selection process as “extremely competitive amongst a highly qualified field.” Responding to the appointment, Starwalt commented “I am extremely honored and humbled by the appointment to serve as the next Associate Judge in the Fifth Judicial Circuit. Being a judge means serving the public and profession, and I will do my best to strive for excellence in performing that service.” Starwalt (44), a native of Mahomet, earned her Associate Degree (Criminal Justice) from Parkland College, her Bachelor of Arts degree (Criminal Justice), cum laude, from Western Illinois University, and her Juris Doctor from the Southern Illinois University-Carbondale. In 2008, she was admitted to the practice of law in Illinois and was an Assistant State’s Attorney for Vermilion County for four years. She then began working as a Guardian ad Litem for children in child protection (abuse and neglect) cases and during 2022 became an associate attorney in the Danville firm of Hussmann Rogers Law, LLC. Starwalt and her husband reside in Georgetown with their three children. The Fifth Judicial Circuit encompasses five counties: Clark, Coles, Cumberland, Edgar, and Vermilion. The new associate judge will primarily be assigned to Danville and is expected to take office on February 1, 2025. Four associate judges are assigned to Vermilion County and they primarily handle high-volume court calls, routinely presiding over civil small claims, eviction, traffic, misdemeanor, divorce, and order of protection cases, and are occasionally appointed to hear law division cases. During 2021, because an increase in the felony division caseload and a backlog resulting from the COVID-19 pandemic, two judges were assigned to handle the felony division, one of whom is an associate judge. Remarking upon the appointment, Judge O’Shaughnessy said, “The diverse nature of the associate divisions requires the judges to be knowledgeable, resourceful, and versatile. Ms. Starwalt’s practice of law has demonstrated the legal knowledge, abilities, experiences, and a willingness to learn to signal a successful judicial career. While her private practice generally focused on civil matters, particularly family law cases, she also has a history of working in criminal law cases. She 2 consistently adheres to high ethical standards, and has a reputation for honesty, diligence, collegiality, and fairness. She is thorough, prepared, hard-working, reasonable, and pragmatic. Her practice of law has evidenced a devotion to upholding the historic obligations to our profession and responsibilities to the public, and she has earned this opportunity to serve as an associate judge. We congratulate her and welcome her to the Bench.”

Orange St. Arrested: Roberto Nava-Ramirez (M) (53) of Rankin Details: During an investigation, HPD officers requested a computer check on Mr. Ramirez. It revealed he had a valid warrant. Mr. Ramirez was brought to HPD where he was processed then was later transported to the PSB in Vermilion County to await arraignment.

 

Wanted on Vermilion County Warrant H24-7271 2024-10168 Time: 8:39 p.m. Location: HPD Arrested: Alexander Wilson (M) (23) of Hoopeston Details: Mr. Wilson came into HPD and advised officers he had a valid warrant. Hoopeston dispatch confirmed the warrant. Mr. Wilson was processed at HPD and then was later transported to the PSB in Danville to await arraignment.

Iroquois Federal Announces Appointments of new Chairman of the Board, Lead Independent Director, President, and Chief Lending Officer

—Iroquois Federal recently announced that the Board of Directors of Iroquois Federal unanimously elected Walter “Chip” Hasselbring, III Chairman of the Board. Mr. Hasselbring succeeds Gary Martin, who reached the age limit established by the Board of Directors in the company bylaws, and retired from his position as Chairman of the Board on November 25, 2024, immediately prior to the Company’s Annual Meeting of Stockholders. Gary Martin joined the Board in 1985 and was elected Chairman on 1/19/2000. “On behalf of the Board, I would like to thank Gary for his many contributions and dedication to the Company and Association as Chairman. The Company and the Association have benefited tremendously from his expertise, leadership and integrity,” said Mr. Hasselbring. “I look forward to continuing to work with our highly skilled and dedicated board and management to execute on our strategic priorities.” In accordance with the Company’s Corporate Governance Guidelines and to provide effective oversight and independence of the Board, the Board appointed Joseph A. Cowan as Lead Independent Director. Mr. Cowan has served as an independent director of the Company and the Association since 2000. In conjunction with these changes, Mr. Hasselbring resigned from his position as President of Iroquois Federal, and the Board of Directors appointed Thomas J. Chamberlain as President of Iroquois Federal. Mr. Chamberlain was formerly Senior Executive Vice President- Chief Lending Officer. Mr. Hasselbring will continue to serve as Chief Executive Officer, overseeing the strategic initiatives of the company, while Mr. Chamberlain will oversee the day-to-day operations and will report to the CEO. Mr. Chamberlain joined the Iroquois Federal team in 2004 to manage the Danville office and oversee growth in commercial lending. He was promoted to Chief Lending Officer in 2010 and managed the lending activities of Iroquois Federal. Following Mr. Chamberlain’s promotion to President, TJ Morris was named Executive Vice President – Chief Lending Officer & Danville Community President. TJ joined Iroquois Federal in 2010 as Vice President- Danville Manager. He later was promoted to Executive Vice PresidentDanville Community President in 2014. Mr. Hasselbring stated, “I want to congratulate Joe, Tom, and TJ on their respective new roles as Lead Independent Director, President, and Chief Lending Officer. Details: HPD officers conducted a traffic stop after the vehicle driven by Ms. Miabella failed to stop at an intersection. Ms. Miabella was given a citation for the above charge and released from the scene with a Notice to Appear in Vermilion County Court.

 

Operating Vehicle w/ Expired Registration Sticker H24-7124 Time: 4:58pm Location: 400 blk E Honeywell Av Cited: Jim Wisecup (M) (57) of Hoopeston Details: HPD officers stopped the vehicle Mr. Wisecup was driving for a traffic violation. A computer check revealed the vehicle’s registration was expired. He was given a traffic citation and traffic court date.

Ex-Boyfriend Sentenced to 20 Years for Shooting Mother of His Children

On December 4, 2024, following a blind plea to Aggravated Battery with a Firearm, Francis Briscoe, (DOB 1/14/1999), formerly of Alvin, Illinois, was sentenced to 20 years in the Illinois Department of Corrections. The sentence was ordered by Judge Robert McIntire and will be served at 85%. Briscoe will be required to serve a 2-year term of mandatory supervised release following his incarceration. The People presented evidence that on February 24, 2022, a Danville Police officer was dispatched to Walmart in Danville for a female who had been shot by her ex-boyfriend in the parking lot. Officers were informed that the suspect had fled the scene. Eyewitnesses explained to officers that the defendant approached the victim in the store, and then was waiting for her in the parking lot. The defendant was apparently despondent over a romantic breakup of the two. They have two children in common. State’s Attorney Jacqueline Lacy thanked the Danville Police Department for their efforts in this case. She added, “The sentence in this case demonstrates the support of victims in Vermilion County and sends a strong message that stalking and violent behavior are absolutely unacceptable. I pray for the continued healing of the victim from not only the physical wounds, but also from trauma she endured.”

Cited: Bradley Cristy Jr. (M) (55) of Wellington Details: HPD officers conducted a traffic stop at the above location. A computer check revealed that the vehicle operated by Mr. Cristy had expired registration. Mr. Cristy was given a citation for the above charge and released from the scene with a Notice to Appear in Vermilion County Court.

 

Fire Call Time: 11:06 p.m. Location: 300 Blk of Larkspur Ln. Details: HPD and HFD were dispatched to the above location for a call for an active Carbon Monoxide alarm. HFD cleared the scene without further incident. 

Repeat Offender Sentenced to 7 Years in Prison for Unlawful Use of Weapon

On November 14, 2024, Trevon McClyde (DOB 2/2/1993), formerly of Danville, Illinois, pleaded guilty to Unlawful Use of a Weapon by a Felon, a class 2 felony, for 7 years in the Illinois Department of Corrections. The sentence was ordered by Judge Robert McIntire. Following his imprisonment, McClyde will serve 12 months of mandatory supervised release. The People presented evidence that on July 10, 2024, just before 7:00pm, Danville Police Officers conducted a traffic stop for a violation of the Illinois Motor Vehicle Code on a red, four door, Cadillac sedan in the area of East Williams Street. Upon approach of the vehicle, officers observed a large knife and an opened package of cannabis edibles in the backseat. The driver, Trevon McClyde, stated the knife was used for fishing and the edibles did not belong to him. Upon further investigation, officers determined McClyde was a convicted felon. Officers searched the rest of the vehicle and located a soft guitar case. Inside the case, officers located 5 live 12-gauge shotgun shells and a drum magazine. While being placed under arrest, McClyde stated to police that there was a rifle in the vehicle. Officers then secured McClyde in the squad car and continued the search of the vehicle where they located an AK-47 platform rifle, a 30 round AK-47 magazine, an additional stock for the AK-47 platform rifle, a slide rail and 19 live rounds of ammunition. State’s Attorney Jacqueline Lacy said, “I would like to thank the Danville Police Department for their work to remove repeat offenders with illegal firearms from the streets of our community. Together, we continue to make progress in protecting the citizens of Danville and holding violent criminals accountable.”

McNeil Ave. Cited: Eddie Lane (M) (51) of Hoopeston Details: HPD conducted a traffic stop at the above location. A computer check revealed expired registration. Mr. Lane was issued a citation and an NTA to appear in Vermilion County Court then released from the scene.

Details: HFD was dispatched to the above location in response to a carbon monoxide detector alarm sounding. HFD found the detector to be defective and cleared the scene.

Details: HPD investigated damage to the HFD building. Ms. Wagoner was located, and she was cited for the above charges and given NTA’s for Vermilion County Court. The vehicle was towed from its location.
